By the decree of the Head of State, Kairat Kalmukhametovich Torebayev has been appointed as the Permanent Representative of the Republic of Kazakhstan to the World Trade Organization (WTO) and international economic organizations.
Kairat Torebayev was born in 1979 in Almaty. In 2000, he graduated from the Kazakh State Academy of Management, and in 2012, he completed his studies at the World Trade Institute of the University of Bern. He holds a degree in international economics and a Master’s in International Law and Economics.
He began his professional career in 1997 as a trade manager at the company “PointEx-A.” From 2001 to 2012, he worked in the system of the Ministry of Foreign Affairs of the Republic of Kazakhstan.
From 2012 to 2014, he held positions as an advisor to the Minister of Economic Development and Trade of Kazakhstan, Deputy Director, and later Director of the Department of International Cooperation of the Ministry of Economy and Budget Planning of Kazakhstan.
From 2014 to 2019, he served as the Director of the Department of International Cooperation at the Ministry of National Economy of Kazakhstan and as the Director of the Department of International Cooperation at the National Bank of Kazakhstan.
Since July 2019, prior to his appointment as the Permanent Representative of the Republic of Kazakhstan to the WTO and international economic organizations, he served as the Vice Minister of Trade and Integration of Kazakhstan.
Kairat Torebayev holds the diplomatic rank of Second Secretary of the Second Class.
